Crises, international security and cybersecurity:
Which data? How should information be managed?

Grenoble, France, 9 - 10 July 2020

Grenoble Alpes University, Grenoble IEP, the Cybis project (pre-labelled “Centre of Excellence”), CESICE and their partners are organizing an international conference on crises, international security and cybersecurity, with an emphasis on information management.

Given the current public health situation, we are moving towards the possibility of video presentations (pre-recorded video for remote people, online discussion, and also presentations and discussion in person if the situation allows it).

Main topics:

  • Security issues: Armed conflicts, armaments, terrorism, crises

  • Factors, dimensions and consequences of conflicts and crises

  • Conflict prevention and resolution; peacekeeping/making/building, UCP...

  • Cybersecurity

  • Cybergovernance

  • Data security, data sharing, open data

  • Data processing, visualization and analysis, indicators

  • Pedagogical tools: how to teach these issues to students and professionals, through simulations, Cyberchallenges, MUN (Model United Nations), various exercises, collaborative work, innovative pedagogical approaches...

Contributions are expected in particular in economics, law, political science, international relations, geography, sociology, history, computer science, linguistics, etc. Approaches with an interdisciplinary or applied dimension, or on topics related to the above ones, are encouraged.

Free admission upon reservation. Presentations and talks in French and English (interpretation available). Venue: Grenoble Alpes University, 71 rue des Universités, 38400 Saint-Martin-d'Hères, France.

The conference will result in the publication of a handbook in French (for advanced students and researchers) on these issues. (Translation help will be provided to English writers.)

Socio-cultural events will be organized on the sidelines of the conference.

The conference will be preceded by a hands-on training workshop on data processing tools for researchers, teachers and doctoral students in the social sciences (no prior software skills required). Provisional programme:

- Fundamentals of databases, short introduction to SQL (Structured Query Language)

- Data processing and visualization, introduction to the R software (with mouse-based R Commander)

- Fundamentals of geographic data analysis, brief introduction to QGIS software

- Data sharing and open data; brief introduction to the CKAN web platform

- Introduction to the collaborative collection of qualitative data by expert panels (workflow of forms with branching); introduction to Bonita (Business Process Management)

- Data security (encryption; storage, exchange; passwords...)

The workshop should take place on Thursday 9 July in the morning. The data studied in the workshop will relate to the themes of the conference; exclusive use of open source software.
